Boost drop...

I just got the car back from the shop from having my ACT clutch put in (heavy duty with street disc.) For some odd reason my boost has successfully dropped from 20 psi to 17 psi. I could not find any vacuum lines that were loose so I don't think that is the problem. I don't know if they just monkeyed with my boost controller at the shop or what. However I did find a little black bulb/primer looking thing sitting to the side in my engine bay, but it appears too flimsy to hold boost or vacuum of any amount. Its an odd shaped black ball with a nipple on the bottom and I have no clue where it goes. the top and bottom are stiff but the middle flexs and seems to give alot. Any idea what this is? Or if its causing my problems? If not should I worry or is it probably just nothing? Its alot warmer than when I dropped the car off too so maybe thats the problem with some of the pressure? Idk. Any help would be great guys. Thanks!
