Question Help Water level low / cuts / Temp crazy / Noise at start up

I am having some trouble understanding what is happening?

The water level in the radiator was full / empty in the box.
The water temp of the car never exceeds the normal level but is much lower than usual when going down from the mountain.
Fan is on all at all time in traffic jams.?!?!???!?!?!?!
Finally there are some cuts when I accelerate and boost goes up my current boost level is around 20 psi, 1.35 Bar???

Evo 8, 30k KM around 20K miles. Approximate temp is 10deg cel or 70 F

Are those the cylinder head gasket?

Do not run your car,

Do a compression check to confirm if HG is bad (negative wont confirm if it's good) for starters

NOTE:
when car is cold the overfill reservoir will be low - 1/3, and when hot it will fill up to about 2/3

The fan running all the time is a sign of something wrong
Turn on heater, does it work?

Does the temp decrease as soon as you do?

The heater is ok...
the temp decrease below normal level when I coast, when I do not need to accel, or even when I have charp curves when going down from a mountain

The HG are ok! the cuts were caused by fuel dirt.

However I still have the problem of the temp. The car was off and the fan was still working untill water temp reached 122 deg F... The problem seems to be coming from the fan control modul since the temp sensors are ok!?!?!?!?!??!

Anyone has had the same problem?
Any help?

No, I've never had a problem with the cooling system on my Evo and therefore never had reason to figure out the wiring diagram.

However, a bad thermostat can cause some strange symptoms. So, you might start by changing out the thermostat.
