23psi stock EVo...
If your optimally tuned for a certain psi, then you should stick with that. Some cars felt slower when boost is raised.
If you plan to raise it, then raise your octane aslo to combat knock.
Must have some type of logging device for knock, a/f, timing, ect...to ensure your making more power and not losing it.
Stock IX pump should be fine for basic mods.

I think that the stock IX pump is good for about 230 LPH. Maybe hotwired(higher voltage) it could keep up with the Walbro 340. I donīt know though. If he's gonna be running over 26 psi, the WALBRO is cheap insurance. An AFR gauge would be a good addition as well.
Is there any real need to hard wire a pump in an EVO? I mean there already is a twin circuit system for higher voltage built into the car already. The DSMs were a whole nother story. It was mandatory in them.
Im running 23 psi and i have the stock exhaust, arc intake , and a aem wideband and the a/f ratio is fine not to lean but im still buying a Safc-neo soon. I have not had any knocking.
