C.H.R.A.= center housing rotating assembly.
A turbo is an assembly of three separate housings: The compressor housing, the turbine housing(aka, exhaust housing), and the center housing.
The center housing is the machined casting located in between the compressor and exhaust housings, in which spins the shaft. It is where the shaft bearings are located as well as the lubrication and coolant passages. This basic piece is the same on any and all variants of the stock turbo equipped with the standard thrust bearings and AFAIK, this same c.h.r.a. is modified in the ball bearing versions.
The rotating assembly refers to the "cartridge" or eveything that spins, i.e., the two wheels mounted on the shaft. I'm just not sure if the term "cartridge" includes the bearings as well.

what sort of whp gain can one expect going from an Evo 8 to Evo 9 turbo? I'm just wondering if it's more economical to do this than get the FP Green (since it's an additional $1000!)

hmmm, and I've heard that going from an Evo VIII to FP Green nets about ~30whp. . .I guess it's not really economical for an Evo VIII driver to upgrade FP Green (for an extra ~10whp over a Evo IX turbo) unless they've tapped out other supporting mods and are running higher boost to fully utilize the FP green's potential. . .

I've noticed that only the JDM RS IX's have the titanium compressor and magneism turbines. Is this true for the USDM RS's or do all of our IX's hav the aluminum turbine wheels? Im guessing thats the case since we don't have many cases of turbo failures as a result of increased boost.

There are a few points in the above passage which require rectification:
1) The JDM and British market RS IX turbo has/had(?) a magnesium, and
not a titanium compressor wheel.
2) The JDM RS IX turbo features a Titanium-Aluminide turbine wheel.
3) The USDM IX turbos feature an Inconel not an aluminum alloy turbine wheel.
