If he hit 33psi, then it wasn't running base wastegate pressure. When you get the lines backwards, it causes uncontrollable boost spikes.

Have you been running race gas through it -- leaded fuel specifically?
You may be able to get it repaired under warranty if not. Emissions equipment has an 8 year warranty on it.
