Different people will say different numbers but running 18-19 will be ok until your tune. Not to say the other guys are wrong I just like to keep it conservative without a tune.
Man, you STILL refuse to search. I don't know how many of these awful threads you've made now without searching. Haven't you learned yet that ALL OF THIS BASIC INFO IS AVAILABLE HERE? Why in the HELL would you run 12psi?????????? The Evo runs 20.3 psi in stock form on the STOCK TUNE, so why would you add an MBC just to run 8 less psi? You're unbelievable...
the guy helping me with my car told me just to set it @ 12 psi till i get jestr tune.(he said he've seen engine blown coz of no tune) im the 2nd owner car is now 35k miles

lol, funny thread..your kidding right? HA HA. You don't even have to look for the info in this site. I'm pretty sure you google it and get info, but go up to 20 psi. Tune are not, it'll be fine.
Now that you've gotten flamed by the one and only King Dingaling and his pouch posse', let me try to give you some advice and ::gasp!:: not be a dick about it.
It seems apparant that you're asking the same questions over and over again without getting the "subtle" hints of using the search button. Your life here will be much easier if you learn to utilize that resource first, before asking a simple question that's been asked about a thousand times previously.
I know you think you will get your answers faster simply by asking, but as you can see some people are very dickish with their replies. You're lucky that you at least got an answer in the short time that you did. Most of the time it consists of pure flame until some guy feels sorry for you about a page later and actually answers the question.
So after looking at your mod list, it's pretty much the same thing I have minus the FMIC. The car is fine at 19-20, as that's where the stock boost levels are.
The ECU will always try and compensate for changes to your air:fuel ratio as long as you're not at WOT (wide open throttle). This is called "closed loop" where the ECU will try and keep the AFR's at the optimum 14.7:1. In English--just about any minor bolt on can be used without a worry. The tune will simply get the most out of them but you're fine without it. The only thing you did that really necessitates a tune is the walbro--I say that only because you will be running rich until you get the tune which will hurt emissions (not that most on this site care about that) and your gas mileage.
