Any actuator should be fine at 23 psi. I have the upgraded actuator, haven't tried a stocker to compare. I never go below 25 psi. With 272s it runs 32 psi dropping to 27, with the revolvers straight up it holds 32 psi to redline. Less as I retard the cams. Pretty safe to say the upgraded actuator doesn't blow open against your will.
