Trying to re-invent the wheel on the 4g63 is usually not a good idea especially when you're going with a bigger turbo.

1) Get a mbc/ebc please and don't mess with the stock unit...

2) Get a custom tune done by a professional (ecu flash or ecutek, although ecutek requires a licence and hence you pay more and usually shops will lock their tunes which means that you can't look at it. Well actually you can )

3) You have to pay to play. If you want to go the cheap or easy route you will end up with issues in the future when it comes to going above the stock turbo.

with messing around with a few jets before the oem boost solinod via aem ecu control, i could maintain a 23psi @ 4k to 20.7psi boost trace @ 7k.

i went mbc because i thought i was giving up some transient boost response with the oem ebc, but i was wrong. it turned out to be my oem bov.

i was just to lazy to swap back

the oem ebc requires a lot of dicking about, a mbc is far easier to tune over the oem ebc.

It is more powerful than people realize.
Then only you realize it, I suppose, because it hasn't worked for others, and it's not working for this guy. It also would not come from the factory with 2 specific pills in specific spots if it could fully control boost intrinsically through the ECU. There's a lot more to it than you lead one to believe, Bryan...

If you wonder into some other forums on here you will realize it is working just fine for others, and the last 20 or so evos I have tuned with ecu-boost control might disagree with you as well.

You said "The stock BCS is not a real EBC. It's just a basic solenoid built just to maintain stock boost." To which you are 100% incorrect. The solenoid can control boost just as well if not better than EBC's or MBC's.

A user has to install a EBC or MBC, well, in this case, a user has to replace and install one factory pill with a different part and program his desired boost. This was not the arguement here however, you specifically said the solenoid was incapable of doing anything than maintaining stocking boost.

You can argue all you want, it's an easy thing to argue, alot of people don't understand it or give up trying to do it, but it works and it works well, I and others have alot of data to back up these claims.
