sounds like port in o2 housing is too small, u could remove it and open up the area where it dumps inside the exhaust. also curious? i dont see any reason to want to run less than 17 psi so just set ur boost higher than 17psi and get tuned.

went for some more test runs... with the ebc turned ON i boosted to 23 PSI.. i don't want to run 17 psi, but i'm just using that as a test to see if im creeping or not. you figure i should be runing 13, however i'm running 17.. with the ebc on i can't seem to hold boost steady.. i've tried almost everything... looks like i'm going to have to take out the 02 housing and port the hole.. (i really don't want to as the 02 housing is a ***** to pull off and put on, it doesn't align up right.

If your o2 housing doesn't align up right, I would suspect it right away. I have an ebay o2 housing. It bolted right up, and has not given me any problems.

is there a way you can tell if you have a aftermarket WGA? Most aftermarket WGA i know of have a baseline pressure of about 18 psi. Just a thought

If it doesn't line up right. That puts up a red flag right away.
With all the problems your having. I think you'd be better off using your stock O2 housing instead.
You can either leave it stock or have it ported/coated by a reputable company.
Save you the headaches.

hmm well what i mean it doesn't line up right is you kinda have to force one of the holes through the screws as it it's ALITTLE misaligned. i thought most ebay 02's were like that.. what some people do is they dremel out the hole alittle.. bah looks like im gonna rip the sucker off and get it ported/coated.. does anyone know of any good places in ny or anywhere i can send it off to with very little down time.. i asked david buschur but it would take a bit long..
