No, its not normal I would look into the ruber seal under the oil filler cap then try it again.

i found the problem
i hooked up my homemade pressure tool on the maf pipe and not on the turbo itself so the maf pipe has a hose that goes directly into the valvecover so i unhooked this hose used a bolt to prevent air coming out of it and that was it the boost gauge went to 22psi with no problem and to my surprise i found 3 boost leaks they were practically invisible i would have never ever known this leaks where there i highly recommend a boost leak to every one my car has 20,000miles on it.
thanks

I think this brings up another question though. How much pressure should the oil cap be able to hold? and does it even matter? I did my boost leak test today, had the tester hooked up to the maf pipe and fixed a few bad leaks. Once they were all good I noticed the oil cap would leak at around 15 psi just like the OP. I know there are lines that go into the valve cover but I purposely tested from the maf pipe and left all lines connected so that I could pressure check the entire system. I just wanted to check with evom before I bought a new cap, and I came across this thread. Any inputs?

really doesn't matter where he found them...cars are different...you have different mods etc.

If you want common leaks then that's a different story. Couple off the top of the head..throttle body seal leak(20k+/high boost applications)/licp, injectors...etc

Get your dishwashing soap out and put in a spray bottle....
