Pure water is the best as far as cooling goes. The water wetter stuff does work well, but I've heard it causes a waxy buildup in the water jacket. The evo's cooling system does work very well in stock form. You could also add a higher pressure radiator cap and thermostat to help. They help initially, but after a few laps they become irrelevant.

I think you are confused.... during a track event temps climb well above the level your thermostat is set to and they stay there.

I used the RalliArt thermostat in a 500WHP 2.4L GT35R road race Evo IX with a stock radiator and the water temperature never went above 76 degrees centigrade throughout 20 minute session here in Arizona. Those of you saying it does not perform, have you ever actually tried one or are you just assuming? We shall see once theshadow tests it.
