I am spiking 21.9 psi but consistantly spiking 21.7, but dropping to like 17 at 3500 rpm then like 13 psi up higher.
mods are an e-01 (on zero boost) and tbe with no flash but that's no reason for it to spike so high is it? and I don't think the ecu would drop boost itself would it? I'm guessing it's a boost leak but it drops boost so drastically.

What are your mods? Specifically, are you still running the original 9.8 turbine housing on the original 16G turbo? Do you have an O2 housing upgrade as well as 3¨DP, cat delete, and catback exhaust system? Are you still with the stock wastegate actuator? Are you sure that you have the original stock boost-vacuum lines installed with the two restictor orifices in place? Do you have a LICP uograde?
Did you test to see what base wastegate pressure is by running a line directly from the compressor housing outlet nipple to the wastegate actuator port? Sometimes there are small tears in the vacuum lines that can cause boost anomalies too.

If I´m not mistaken, the factory ECU program doesn´t cut boost until 24#. So, assuming that your boost gauge is accurate, you shouldn´t be experiencing boost cut at 21#. It´s most likely caused by someting else and is not ECU related. Do you still have the stock diverter valve on your car?

the car is 100% stock minus a TBE with test pipe.
I put the exhaust on for a day of shoots and giggles which turned into disaster when I ruined a few bolts on the stock exhuast (that will be going back on next weekend). I won't put any mods on till next year, I have them just don't want them on until the tracks open back up.
So mods are tbe with test pipe and e-01 (as a boost gauge for now) It was reading 22.5 psi then at 3500 drops to 17 then sometimes 15 and down to 13... I could imagine it's just your standard boost leak, I just wasn't sure of the ECU can play a role in the dropping of boost because the drop is pretty drastic. I know the e-01 isn't causing the leak because I made SURE that thing was very firmly installed. Also, I didn't want to hook it up to the fuel pressure regulator like instructed, so I hooked it up to a vaccum line on the intake manifold... I was told it could cause hesitation. I got fuel cut from what I would assume too high of a spike but even before the exhaust the power would drop off, so what I am going to do today is pull out the wire ties and the 10mm and tighten everything i see haha

If I´m understanding you correctly, you are controlling boost via the ECU and stock boost control solenoid(BCS). Your EBC is not in the loop.
If you bought the car used, then the previous owner may have had an aftermarket boost controlller installed which he removed before selling the car. Usually these sellers don´t reinstall the stock boost-vacuum lines correctly.
Usually they leave out one or both of the inline restrictor pills. In which case it is best to purchase a new set of boost-vacuum lines from the Mitsu dealer as they come precut and with the stock boost restrictor orifices in place.

I have a 2004 and, in its stock configuration, using the factory boost control setup, my car was only boosting to 13.5#. Yours may be spiking due to the reduced backpressure from your exhaust upgrades as well a a too long wastegate actuator rod.
The easiest remedy is to install an MBC, or in your case EBC. Test your WG base pressure, which is probably down around eleven PSI and shorten the adjustable waste gate actuator rod to about 17 PSI of preload.
Test the base pressure of the WG by running a hose directly from the compressor discharge tube to the top of the WGA. Also check all vacuum lines for leaks or loose ziptie fittings.

The car has never been modded. I went to the EXTREME to make sure that car was bone stock. The EBC isn't hooked up to anything, hoses just dangling for when I'm ready. I just wasn't sure if maybe the exhaust was causing the boost spike and maybe intercooler piping or whatever was causing a boost leak.
But I also thought maybe since the car is spiking boost so high, maybe the ecu would automatically cut boost. I've just tightened everything I could possibly tightened, wire tied EVERYTHING and put some clamps on allll the lines. Havn't taken it for a ride yet but I'll be sure to let you know the outcome. If it doesn't hold at least 18 psi to red line then I'm just going to make an appointment to get a flash and the whole 9 yards and see what happens. I want to avoid that seeing as my daily driver is parked in my backyard with it's rear end on top of a tree

I'm going to when I have the right equiptment. I'll probably give it a shot this weekend. No one local to me has an air compressor for some reason and I hate using the ones at the gas station haha I usually just use the ones at the track but its november, in NE, there's no tracks open haha
