Turbo Boost problem

My turbo climbs up to about 17 psi and then back down to 13 then back up to 17 back and forth very fast. the whole car bucks and everything. it is almost like the turbo is revving itself out like RPM's would on a car back and forth. does anyone know what the problem is? i have no manual boost controller or anything. other then the mods listed below the car is completely stock.
my mods are:
Cat back exhaust.
Air filter and intercooler piping.

its weird. it just started doing this the other day. i thought it was spark plugs, changed them and it still does it. someone else on another forum told me it could be my ecu not adapting to the cold weather??

Its not because its cold outside. I'd check ALL your piping clamps. I would suspect its one of them. If not, it could be the wastegate actuator, mine went bad and I couldn't boost right. It would run as high as 16-17lbs and then tapper real bad to like 12lbs. I didn't have any other issues though, it drove fine.
