Boosting Problems Only showing 12psi on gauge

So here is what is going on. Yesterday i had my DEFI Blue Racer boost gauge installed and my Greddy Profec EO-1 installed. I put the E0-1 in off mode so it is just using stock boost at this point. The gauge only shows 12lbs of boost when driving. I checked where the guage was installed and per the instructions and soem other threads it is off of the fuel regulator. I did a log run with the E0-1 and it is also showing about 12lbs of boost. Any help would be appreciated on this. Also would getting a better DV help address this problem or not since that line was not tapped for the gauge. Mods are in the signature (minus the new ones)

Yea if you turn it off, then it's gonna run wastegate pressure which is 12lbs...

Ok, now we are into areas where i am really stupid and not knowing a lot, so these maybe stupid comments or questions but please deal with me. If the car should be boosting up to 19psi, and stock plastic BOV holds up to 13psi, and apparently the wastegate is 12, is there a way read the preasure that should be going out at 19? Also it has been cold here about mid 30's lately, not sure if that has anything to do with it. So go ahead and make fun of me, but please also answer.

On the E0-1, the off is so that it reads the stock boost, the device is still turned on and reading, just waned to clear that up.

Also should i look at the lines and see if the small restrictors are in them, if so those are under the intake correct or someplace else?

The stock, plastic DV may start to lift off its seat at somewhere between 11-14 PSI. But at that pressure it is just starting to lift. It is not completely open at that level. Mine was good till about 25 PSI, which is as high as I ever took the stock turbo. So, they should generally hold more than 13 PSI.
