BOV releases every 2 seconds?? it should only release when u let off the accelerator (someone correct me if am wrong) i am guessing u bought the car used cause i think i remember u asking about replacing the exhaust cause it was 2 loud right?
ACD fluid will go up and down. if u want an accurate measure look at the level before u start the car the next day. (or letting it sit for a while)
yes in city driving, it releases only when i let off the gas.... however, if cruising on highway, if im doing a steady 75-80mph, it releases every 2 seconds on its own.

also since u have an 06 ix i am gonna go on a good guess and say that you will find your acd fluid is at a normal level. if u have to add some i stress that u put in the proper fluid cause any damage to the acd won't be cheap.
someone correctly mentioned its a ssq bov, meaning it is not a recirculated (diverter) valve, meaning it is releasing metered air (air already accounted for by the MAF). Look up this topic, especially if you are having drivability issues.
This is also why it is "loud". The air it releases should be diverted back into the air intake track, not to atmosphere.
It is a "normal" valve for a car running a speed density system, but not a Mass Air Flow system, like a stockish Evolution, which is what you have.
