Exclamation Boost issues?

I just bought an evo ix mr a few days ago, and I don't have much experience with turbocharged cars. I used to drive an Eclipse.
I am trying to get a feel for how fast the car is, so, I noticed on the stock boost gauge, that there is a lot more boost in 4th 5th and 6th gear than in 1st, 2nd and 3rd. Here's an example. In the lower gears, it seems to generate about 0.6 to 0.8 kg/cm2 max. When in 4th, 5th and 6th, it boosts up to 1.2 kg/cm2 and it pulls much harder. Also, I was shifting at 6000 and flooring it.
Is this normal? Is the boost controlled by the ECU? Could it be a boost leak? How is the boost on your cars?
This forum is great, there are so many how-tos... I can't wait to do some mods.
Thanks guys, I appreciate your help with this.

I forgot to mention that my Evo is completely stock with no mods. What is the max boost your stock evo is reaching?

Sounds normal for a stock setup, more load=more boost. If you want to hold higher boost in all gears, get a manual boost controller and a tune, it'll make a significant difference.
