HELP!! FLUTTER and not holding boost!

HELP!! FLUTTER and not holding boost!
What's up guys. I have a serious problem that I can't figure out
. My stock bov (which I heard can hold a decent amount of boost) is fluttering like crazy. It flutters partial throttle, and WOT. Now as for my WOT problem, I installed my tru-boost this week along with ported manifold, hotside, full TBE, radiator, intake, and now I can't hold any boost. I checked the lines on the solenoid and they're hooked up right. I have the EBC wastegate crack pressure at 11.5 psi, and the boost set to 19. It will peak for a quick second to 17-18 (literally a second) then fall right back to 12-14 as soon as I go WOT
. I didn't touch the wastegate arm from stock. PLEASE guys help me out, if you guys need I'll record a video, so you can see it first hand and help me from there.

Well I fixed the flutter, the wastegate line that connects to the intake mani was being pinched by the radiator hose. BUT my boost problem is still present. Come on guys no help? I know someone on here can chime in to give me ideas.

Correct, I found the line to the bov being pinched by the upper radiator hose. All my other mods are in my sig, I even went back while I was installing the other stuff and cranked the t-bolts on upper/lower licp to make sure they were still tight. I'm stumped, I need to buy a boost leak tester to see what's up, or hopefully when I get tuned have the guys take a look at it.
