Why?
When in open loop operation, the factory ECU artificially leans the fuel mixture by about 1 full ratio point which can cause difficulty in tuning for proper AFR. Disabling "Lean Spool" will also allow for your map AFR numbers to more closely align with your actual measured AFR.

Well after discussing it with Tamer, lean spool has nothing to do with it. Anyone else has an idea of the cause?

Mine does that same thing Fluctuating afr during cruise lets say I am going 55 in 5th at steady rpm it will be fine for a bit until it will start going between 12.5 & 14.9 very fast, now I can stop that by giving it a little more gas and then it will steady again if I don't give it more gas it will give code 0134 saying that the front o2 sensor not working. I even disconnect the front sensor at the ecu and using zeitronix NBS at 14.7 and other values for better gas mileage. Again if I get my foot off the gas and on again it will start to jump and give the same code. my wide band is very new.
