Cobb turbo back or RRE turbo back. Those are the two exhausts that offer exactly what your looking for. I know that the Cobb has an option for a high flow catalytic converter, possibly RRE has one too.
Non of the exhausts will be quieter than stock, but for a full 3" system with no tapers they will be the quietest options out there. With a high flow cat I think you might be close to as quiet as the stock system. With my cobb system and a resonated testpipe, its very cop friendly and quiet enough for daily normal driving to barely hear the exhaust. The exhaust note does rise when WOT but not high enough to wake the world.

that would be pretty stupid.
I decided to stay 2.5"front to back, prioritizing a smooth consistant path over a wider diameter and inconsistant interior dimension.
2.5" HKS DP (Swain tech coated to keep the heat in and exhaust velocity up).
Random tech high flow 200 cell metal cat (2.5") {the 100 cel flows better, but I have doubts about it passing smog}
Works 2.5" mid pipe without the resonator.
works stealth muffler (stock muffer with one of the baffles removed).
It is a tiny bit louder than stock
It leaves some power on the table
It is compliant with MA legislation

I am was running a megan o2+DP -> stock cat+cat back. On the stock turbo i dont see me making too many gains with a catback. The only other power mods i have are a drop in filter and ported exhaust mani. This combination, with 25psi yielded me 290hp/320wtq with boost tapering to 19psi by 7500. Since then i have added the Cobb HFC, which from the butt dyno does feel some better top end but personally i do not see the huge gains/noise from the cat back. I'd rather put $600+ towards head work IMHO and keep the exhaust quiet.
