Yeah, well if you're only boosting 12psi, it sounds like a boost controller problem or wastegate. You may have your vac lines setup incorrectly so make sure you check those as well.
The boost controller has been in the car for 9000miles and I didn't change any lines. So I'll to some research on wastegates.
Well if you installed a turbo and wastegate, you had to undo the line to the compressor housing nipple, and the WGA. You MAY have installed them backwards is what I was suggesting. If you didn't touch the MBC then leave it be. Here's the video for how to adjust the WGA directly from FP. You're welcome.

There is a nipple that comes off the compressor housing of the turbo. Stock routing has it tee'd into the WGA line. I'm not sure about an MBC since I have an EBC on my car but they should be similar, that when you add any form of BC, you override the stock BCS by plugging it, and have two lines coming from the MBC or EBC solenoid. One to the compressor housing, one to the WGA. I'm not sure if the tee stays in effect with an MBC.
What hose are you using for boost reference? It seems with alot of MBC's you cap the compressor housing nipple, and tee into the DV line. If that nipple isn't capped it can possibly serve as a major boost leak.

I gave him the video for the preload so if he already did that and it's still doing it, it may be due to that nipple he may have not capped. That's assuming he already tried the preload. I'll try to pull a picture for you bank hold on a sec.
