Anyone know what this thing is?

VIII turbo pictured:

Mine, unlike the one in the picture, is uncapped. its a hollow tube that faces outward toward the hood...wondering if this is causing the howling noise i hear when entering boost

That's the boost source for your wastegate (or your boost solenoid if you are running stock parts).

I bet it could make quite a whistle (and lose a lot of pressurized air) if it's not connected or properly capped... I'd suggest selecting a way to cap it off if you're not using it for your turbo boost signal. Or, if you'd rather, attach a whistle or duck call to it, so you can alert other drivers that you're coming on boost

Hehe yes. the question now is: What, if anything, ARE you using a pressure source for your wastegate?

Using the DV/BOV line as a pressure source is less than optimal IMO. Use this instead.

I am just kind of **** about stuff like that and prefer to keep things as simple, separate, and direct as possible. When you have multiple vacuum sources hooked up to each other, if the primary one comes loose, multiple things can be affected. but that's just me, to each their own.
