Also check your wastegate line from the boost crontroller,make sure the boost controller lines are not backwards.

boost leak?

check your vacuum lines. i had the vacuum line for my boost gauge pop off, and sounds identical to what you are describing.

Your t case is about to go out i had the same probably a few weeks ago. Dont drive on it or it will just end up breaking totally. Either look for a stock replacement or get yours shipped to shepard

It only makes the noise when your in driving in gear and a faint noise in N when car is moving correct?

This is not he TCase.... The slightest feather of the pedal under boost changes the tone of the whistle. I did not think to back trace the Boost Gauge tubing, boost comes up strong but waffles at 6K plus. Will do. The sound is awful.

Will double check all Forge MBC hoses for placement, although the guage works correctly. The sound is so prominent from 2800 rpm, it must be very close to the turbo. It sounds like a completely open air element setup. I have stock box w K&N. The stock intake pipe is on correctly.

As gsrboi80 notes the Turbo outlet pipe might be damaged. Considering that all the major piping is solid this seems like a logical looksee. On first look it appears OK but I'll disassemble a few more things to get a better look. Tight in there....

The dealer will work with me, but if it is something simple I'd rather not spend another 180 miles driving back and forth. If not done today, I'll get it back to them later in the week.

Because of everyone's help, at least I'll be able to tell them what has been checked...

Something I neglected to mention in the initial post. This is the ACT HDSS and ACT Sreet Flywheel @ 13.1 Lbs. I definitely notice a quicker spool up, could the Flywheel have anything to do with the loud turbo spool up? Again, stock air box with K&N. It seems less loud since I disassembled and reinstalled all piping, but it is still loud. I have not had the time to get into the Turbo Outlet pipe but it appears intact visually and to the touch.
