Easing on the handbrake shouldn't be bad at all...kinda just like using the brakes. I wouldn't go ripping on the E-brake though. You don't wanna go locking up the rear tires while the fronts and still spinning...that could cause some **** to break
yes i mean locking the rear wheels. on another 4x4 car i had when the handbrake was put on, the switch on the handbrake was some how linked to the transfer box to disconnect. or on another the viscous coupling would slip enough for a short period to prevent drivetrain damage.
IIRC, the handbrake only disengages on cars with ACD. I'm not sure if the 2003s in the UK had ACD, if they do, yank away! 
Just remember, you'll probably need to replace the e-brake pads more frequently. Most rally cars that use the handbrake have the brake lines re-done so as to utilize the main rear pads.

Anything you do to an evo is bad for the drivetrain. Are you talking about driving with the handbrake just pulled up, or using the handbrake to turn sharply?
With my experience, it'll be fine. Peeps break drivetrain more from launching than pulling the e-brake. Coming from Japan, you see Evo's doing 180 and 360 all the time in Gymkhana events, and they seem to be holding up just fine. Although if you plan on doing 180's, i would recommend upgrading you brake shoes.
