timing after build motor

am in need of some refreshing on how i should set my timing on my new motor. he the lay down on the build. it is a 2.0 with eagle rods and wisco pistons nothing special about this block it has been decked due to it was uneven and i have a build head that also has been decked so am wondering if i need to advance my timing a little to compensate for the decking of the block and the head am pretty sure i need to advance it some but i need some help in the procedures in how to determine how much any help would be much appreciated.
