Anti-Lock Light?

My Anti-Lock Light has been coming on lately when I am driving on the highway. After about 30 seconds- 1 minute, the light turns on and doesn't go off until the car is shut down. The upon restarting the car, the light is not on until I go over 65 mph or so.
I had the code read and diagnosed and I was told something about teeth in one of my axles being broken and that was causing the light to come on? I'm assuming these teeth are a part of some kind of anti-lock sensor in the axle. Can someone please elaborate on this? Any suggestions would be appreciated.
The dealership said that I have obviously been offroading my car since there is mud in the engine bay and on the axles and that's why the light is coming on, but they will fix it for a mere $950 .

If I remember correctly some abs systems are set up like that. There are teeth at every wheel with speed sensors so when one wheel senses no speed while the others are moving it pulls off thus giving you a system that keeps your wheels from locking up. Its obviously more complex than that but just so you get the jist of it. So in theory if one of your teeth are missing then I could see it throwing an abs code.
