Boost not holding

So here is the deal, its driving me nuts. I have the TiaL 50mm BOV with the 9psi spring & the hallman MBC (and Other mods). This is what happens... When I'm driving and trying to build full boost, I can't, my boost gauge stutters from 18 psi to 21 psi. I have the MBC open all the way, and still the same issue. I had a boost leak test done at AMS on friday, along with a tune. The car didn't seem to have the issue on the dyno. But the next day when I got on the express way to go home, it started again.

My guess would be that I need the 11psi spring to hold more boost, but the 9psi spring should be able to hold 24psi. I've checked almost everything, but I'm not sure what else it can be. Anyone have any ideas? is my guess right?

do a complete boost leak test.....maybe theirs a leak somehwhere else...
