Having serious timming issues

Putting my built motor back in.. Before i have put the lower cover on i checked the timing. I am running a balance shaft elim kit. Checked the cams they were on, the crank was on, the oil pump was slightly off but couldnt get it perfect. put the bottom cover on and started to put the crank pulley on.

I have turned it 40+ times total. Breaking it down into single full crank turns. I follow the tiny dowle on on the crank gear to the right side(every 4 revolutions is one full crank turn and cams are on) Everytime i do this though , my crank is never tdc its always on the + sign. What could be my problem?

got the crank tdc but now my cams are off 1/2 tooth to the intake side. so now im going to take back off the lower cover and check the timing one more time.

also went to tug on the top of the timming belt and its lose as hell, this is after already pulling the pin. what i think i did is i took the tensioner pulley swung it to the top and locked it in up top. well what i think i have to do now is just take the pulley back off and just bolt it down and not swing it up to click it into place.. i dunno im flustrated and fed up..

well my friend i had the same problem and i went down to extremepsi.com in bensalem and got myself a solid timing belt adjuster it was 100buck but it will keep your timing belt tight and you can manually adjust it. as far as that stupid adj. pulley if you lokke like i did at the direction the motor spins the belt always applies pressure upward so when you adj. that pulley adj. it the same way the motor spins what i mean it theres a middle(the screw) a top and bottom you want it tight on the bottom then install you tensioner and pull the pin then i apply a small amount of pressure to the pulley bracket so the tensioner applies enough force to keep the belt tight. Not the best discription but if your confused just call me
