need help, can't boost past 14 psi

Alright,I slapped a truboost into my stock 03 gsr with a licp, and tbe,and evo IX mr bov . And it was boosting 14.8 psi in 4th gear. So I tried turning it up,nothing. So I took it for a boost leak test, they said I should crush my bov,so it'll hold the boost better. Didn't do it yet, instead swapped my buddies hallmann mbc,and still only 14.8 psi no matter how high up I turned it.
Anyone know what could be the problem? I can't figure it out

What form of boost control were you using before you "slapped" the truboost on? Did you reuse the existing factory boost/vacuum lines, or all new lines?

Bought the car all stock, so no form of boost gauge or controller on it. When installing it I used all new hoses and took the old ones out with the boost pill in it. Tried searching and didn't find anything

He was stock, He now has a AEM Truboost on the car. With the Truboost on the car will not exceed 14.8PSI. With a MBC swapped in it has the same outcome.

IMO this sounds like either a bad boost leak issue or maybe some sort of a wastegate issue.

Well I got a licp and tbe, not tuned yet cuz I wanted to upped the boost to 22psi while getting tuned.
And I meant it didn't come with a boost gauge or controller,I have the truboost in right now,but not connected, still have my buddies mbc conected.
And noticed that someone who had it before, raised the revv limiter to 7800rpm's

I thought it was a boost leak too,but the shop that did it put the car to tdc,and found nothing. I also took it there, cuz when I take my foot off the gas the rpms drop to 200 usually,he said it was normal because of the slow response of the iacv.

The AEM was not working obviously so the next thing to try was to make sure it was not the AEM with the issue so he swapped back in a MBC to try that. Still only got 1bar of boost.

Basically in easy terms

AEM only will get a max of 14.8PSI, 1bar

MBC only will get 14.8 PSI, 1bar

When it was stock there was no boost gauge installed so the boost pressure prior to these is unknown. However the car was only trapping in the 90 MPH range obviously that seems a tad slow for a Evo with cat back and test pipe and IX bov which leads me to belive the 1 bar max boost was present then too

Yeah I ran a 14.8 at the track trapping 92 mph actually, pretty bad for stock. And I know im not a perfect driver but it should still hit 13's.
Probably just going to try and find a evo IX turbo, port it,and then slap it on. Should get rid of my problem
