Question tried everything! out of ideas! please help

so i have an 03 evo VIII and its slower than a turd! its boosting 20psi but has no pull anywhere in the powerband???? when i bought it, it came with a greddy recirculating BOV, I figured that might be the problem, so i swapped it for a stock BOV, same thing happens, I did a boost leak test and there where no leaks except for a tiny throttle body leak, i asked around and everyone told me that a lot of evos leak from there and it shouldnt hamper my preformance the way it is, so then i went to a tuner and checked the tune on the car and the tune was great, when i bought it the car ran only 10psi because the wastegate solinoid had a broken tip, so instead of running that i installed a Forge mbc hence why im running 20psi now, I thought maybe the MAF was dirty so I took it off and cleaned it with MAF cleaner put it back on and same thing 20psi and no pull, I checked the turbo and everything looked great, spins freely and no shaftplay. So i thought maybe it was timing and had that checked and everything was spot on, It came with a turbo back exhaust from a company called TaipanXP or something? looked them up and they are in australia??? could the exhaust have anything to do with this mess, I just found out running some codes at the dealer that the cat is dead too maybe had something to do with the car running rich when i got it ?? and also what about the wastegate? could it be stuck open? i thought that if its stuck open i would only have little to no boost???? I searched on here and found something about turbo bearings in the housing or something?? I have no idea what that is, can anyone elaborate on that too thanks guys for any advise Iv had the car for almost 2 months now and its never ran at the calibur i here evos do?

how many miles are on it? definitely replace the cat since it's plugged with crap. Chance the plugs if you have not already done so. Clean the intercooler as well to remove oil if the car had no catch can installed. Do a compression check just for the hell of it.

remove the cat and that will help tremendously if its clogged. . . **** even in general if it wasnt

Also the fix to the wastegate problem shouldnt have been an MBC IMO. I would have actually fixed the problem before adding another piece to it.
But I guess if it holds boost, who am I to argue.

i did a compression test 2 weeks ago and changed the plugs a week before, the car has a new mototr that i broke in myself, paperwork and everything lol, but i did just take the inlet piping off and checked the fins again just for kicks........and wow!!! i found some good amount of freeplay when pulling back and forth, i think i found the problem, how'd i miss it last time i dont even know haha, I just went to a shop and they told me they have a stock VIII turbo off a now 35r evo just laying around if i wanted it they would install it and include the cost of the snail itself for $400. im just ganna shoot for that.

yeah id say there is fair amount, im thinking another turbo would solve the problem
