Quad Turbo Evo
Looks like there's a crossover tube joining all 4 runners before the turbine inlets to feed the wastegate. If that's so, it'd completely defeat the purpose of multiple turbos which would be to isolate the exhaust pulses and avoid reversion to maximize efficiency.
Those are not 9bs, something smaller than that, maybe the 7's from a later v6 GVR4?

Its just useless, there is no chance of it running sequentially since each is fed by just one cylinder, throwing the efficiency to the floor while adding unnecessary weight. The turbo works on momentum given by the exhaust pulses, so if there's just one cylinder feeding it, it will lose a lot of momentum while it waits for the next exhaust pulse to re-accelerate it. If there were only two turbos, the first fed by cyl. 1 and 2, and the other by 3 and 4, then it would be better. The concept is basically the same as twin scroll turbos. It's the same reason why twin scroll turbos spool up better than single scroll ones.
I designed something similar once, using four of the turbos off the old Honda CX 650 Turbo motorcycle.
