Is this normal?

I don't know if this is normal on stock Evo's or if it's lack of tuning, bad spark plugs, etc. But during WOT I don't feel the car pull as hard as I would would expect it to. I don't have any gauges to help narrow it down to a specific problem and never did a boost leak test so I have no way solid indication of what it might be. The best way I can describe it is like the car jerks a bit during WOT like it doesn't wanna accelerate and the turbo flutters while its happening.

I drove a friend of mines Evo with a TBE and reflash and it pulls so much harder in comparison to my car, and yes I know... it's because it has a tune and TBE but I just wanted to know if there's anything I could do about this or if it's just me. FYI I do plan on getting mods and further upgrades so I don't need anyone to tell me that. Just making sure the car is running right before I go throwing in performance upgrades. Thanks.

How old are your spark plugs and fuel filter?

I got the car in Feb. and was told that it had been 'worked on'. I don't want to even get into how half-*** the dealer I bought it from was, but I don't know. The car was parked for about 2 months after I got it. And I've been driving it since so do the math. I actually tried looking at them yesterday to inspect their condition but couldn't find the right socket so gave up I'll see if I can get a hold of some tools tomorrow.

check plugs, their gaps, and as monochrome said, fuel filter ... regular care usually is good place to start.

You need to look into it a bit, check the plugs, check for boost leak, what BOV are you running? Find a friend to help you that knows what you are doing.

If your checking plugs replace them, absoutely no sense in putting old plugs in, spend the 15 bux and get new sparx in there and clean the connecting points.
How hard is it to do a boost leakdown test?
