Im assuming that you have the metal DV from the mr right? If so, ill say check that and the spring in your MBC.

I just had that same problem, only boosting to like 14 - 15 psi. It ended up being a plugged catalytic converter.

By flipping the valve, it would no longer be able to lift off its seat. So, yeah, this would be a good test as to whether or not your DV is wimpy and cracking at or before 15 PSI. I had an MR DV that would start lifting at 11#, so I crushed it in a vise.

LOL, yeah spark that is why i went and bought the Forge BOV with adjustable (RED=Hard) spring because i thought i had the same issue. IMO the MR DV wears out over time and then becomes weak in modded evos roughly over 400awhp.

Did you retune it yourself, or have it retuned(reflashed) after going from the HFC to the test pipe? You need to have it reflashed! It should spoolup faster, and not slower, after removing the CAT. CAT's are restrictive to exhaust gas flow, creating added backpressure which theoretically at least, would slow down turbo spoolup.
