problem, boost falling off?

I have a problem, when I go WOT my boost will build to 21 psi, and after about 2-3 seconds something will go SHHHHH (but more of a shrick) and the boost will fall to 10-15 psi, It will build once again, and do the same thing. I have a FOrge BOV and just to trouble shoot, I installed the stock one (BOV), and it did the same thing. I then checked all clamps accessable to the top of the engine bay, all tight.

Does any one have any Idea what could be causing this?

are their any tricks, such as spraying soapy water on the piping and then making a pass to check for bubbles?

I am realy stumped on this one.

never mind, I did a search and found that I also don't have the two retaining tabs to hold the snorkel on the factory airbos, thus the air box got sucked to the hood and restricted the air intake, those searches are great.
