12psi at full boost? maybe problem with UTEC?
So my evo has been running kind of ****ty lately... this thing is driving me crazy. It all started when I noticed a whirring noise with boost, and that it was only making like 1 bar (14psi) of boost. after messing with things for a while, I finaly removed the turbo thinking it was blown and found that the turbo outlet pipe (j-pipe) flange was bent and air was escaping from there. I took the outlet pipe to a machine shop and had the flange machined flat, bought a new gasket and re-installed the turbo, also replaced the TB shaft seals because they were leaking, did a boost leak test-- no leaks.
Now my whirring noise is gone, but the car is only making .9 bar boost which I think is about what the stock waste gate actuator spring is set at. I checked all my vacuum hoses and I'm pretty sure they are all right. Checked for codes no codes in the ecu...
the only thing that I could think of is that my battery was dead for like 2 weeks because I didnt have time to mess with it... maybe my UTEC is messed up because of the battery bieng dead for so long?
here is my list of engine mods:
turboxs UTEC
TBE
UICP
LICP
10.5 hotside
no cat
HKS air filter
and I think I should mention that there is some kind of valve that is ran off a tee from the line going to the boost solinoid... I think its called a ABC valve and it goes with the utec, not sure tho... Im assuming it bleeds off some pressure so you can adjust the boost, it was on the car when I bought it
anybody have any other ideas?

i am not familiar with the UTEC, check to make sure your boost hoses are wired correctly.
i usually disconnect them all and check for any tears etc, then rewire them
