Evo temp needles normally sit just below horizontal. If its dropping down to 3/8 while driving though you may need a new thermostat. Are you running pump gas or E85?

If it keeps dipping like that changing the thermostat with an OEM Mitsu unit would be a good place to start. You can also log your coolant temps to make sure they're sitting low and its not just the gauge sender acting funny. You should normally sit between 186-192F during cruise.
