Left balance shaft incorrect timing mark

I'm changing the cam belt on an EV07 and it's all gone ok thus far. I'm now at the point where I'm putting the CAM belt on (already done the small belt for one of the balance shafts). The problem I have is that after placing the screwdriver through the hole in the side of the block to get the phasing of the balance shaft correct, the alignment mark is miles off.
I presume the balance shaft is driven in a 2:1 ratio to the cam belt pully for the oil pump. For the timing mark to be out I presume that when the engine was built (or rebuilt) that someone has not aligned these gears correctly.
Has anyone got any recommendation on how to time the balance shaft correctly? With the screw driver in the hole, and assuming it was aligned correctly, would the sprocket rotate the same amount left and right for example?
I should have paid specific attention to this when I pulled it apart and just put it back in the same place

Dang it. I just played with it some more. I was under the impression that when the balance shaft was lined up, then the timing mark should be too. However this is not the case. I took the screw driver out, and was able to rotate the pully to the point where the screw driver would fit back in again and now the alignment marks line up. So it's resolved now.

I do not use the screw driver method. I align the marks, install the belt and tensioner. Once i remove the grenade pin, I turn the engine over several times. The balance shaft wont always be align at the same time as there is a ratio difference. When the screw driver is in, the marks line up right?
