Help! Idle and Power Loss Issue

There's a condition where the Evo will putter horribly. That's the best way to describe it. It just putters. For the first 60 seconds of start up, if I try to go above 3k rpm, the power just falls flat on its face. It doesn't do it every time I drive, probably 3 out of 10.
Today, the issue actually persisted past the initial 60 seconds and lasted the entire 10 minutes of my drive. There was almost ZERO power, and the idle was horrible sporadic. It almost sounded as if there was a misfire. We arrived to our destination, ate, and came back out about 40m later. The car started up and drove perfectly for the rest of the day.
I was wondering if anyone had any ideas as to what exactly may be going on. The only possibilities I've considered are 1) a boost leak 2)ecu issues. Any ideas would be helpful!

The problem is still persisting, but after talking to the original tuner, Aaron (sp?) at English Racing, the problem is typical. He said until coolant temps reach a preset value (130 degrees in this case), the ECU leans the car out so you don't damage the engine. I could have sworn I was giving the engine plenty of time (1-2m) but I guess that wasn't the case. Anyways, he said it's just typical of an engine with huge cams to take a very long time to warm up and have issues starting.
