Car on idle but no fuel coming out in the return line. Took off the fuel return line while on idle but there is no fuel coming out.

Is this normal?

Fuel pressure is also bouncing from 43-48psi. Is this normal?

The fuel pressure regulator has to be receiving more fuel than what the engine is needing in order to regulate the fuel pressure.

Fuel pressure should be 33psi according to the shop manual. If you take the vacuum hose off the fpr and put your thumb on the end of the hose the pressure should jump to 42 to 45psi. Reving the engine should keep the pressure constant. Also you should feel flow in the return line when reving with the vacuum hose off the fpr.
