Making less boost in the winter??
I know on my car with the stock controller on I am only reading around 17.5 psi. I can get to 19psi on colder days. I believe the wastegate is controlled by a duty cylce that is in the ECU. I am not sure if it alters this cycle or keeps it always at the same percent per rpm. If the last is the case then there will be variances in the boost because each cars ECU is not tuned to that specific car. When I had my Joe-P in and set for 19psi I would not see any spikes. The highest psi I would see would be 20psi with the engine loaded down like in 5th at lower speeds. I don't think that anyones piping is loose because that would definitely be noticealbe by lots of spiking and never a constant pressure.
This is just my theory though.

Doesn't ECU reprogram like dynoflash give you more boost?
