Spool so fast that the turbo SURGES

Tried the bypass on the fuel pump....it did nothing to resolve the issue. All I noticed is that the fuel pump whine could be heard at idle....that is it.
There has to be something in the tune or the rom to fix this.

For test purposes why not bypass the EBC and turn boost up the old fashioned way via the turnbuckle on the end of the WGA's threaded actuator rod? This will help rule out the EBC as a culprit if you were to still experience the same surge issues while adjusting boost strictly by increasing spring pressure with the EBC out of the equation.

Besides getting the anti surge housings, how might one tune to keep a turbo from surging ? ?
Here is why I ask...
I have the mods in my sig. Just changed over to e85. Upon doing so my turbo now spools insanely fast. If I do a pull starting at anything below 3500 rpm I get compressor surge big time (Thanks DB for making that suggestion). If I do a pull after 3500, it is clean and boost builds from 0 at 3500 to 30 psi at 3900 peaking at 33 at 4050. It holds 27psi to redline.
I use an AVC-R to control the boost. The car has an 18psi WGA and an original green turbo with revolver cams. The block is 2.0. The turbo hot side, exhaust mani and o2 housing are heavily ported. The head is port matched on the exhaust side.
Suggestions ? ? ?

The issue is the turbocharger compressor wheel. I am guessing it is not nearly as bad in lower gears? The only way to get rid of it is opening the wastegate prematurely or doing something to slow down the the wheel speed at lower rpms .. This is a 20g 9 lt variation right? My fp red does this as well but only 5th gear, just gotta live with it and try to avoid the surge line

Theres almost always a price to pay.I can make it do it in 2, 3, 4, and 5th gears. It always happens at about the same rpm. It hits like once, maybe twice, then the rest of the pull is clean. 33psi tapering to 27 by 5500 and holding 27 to red line.

Yes...every vacuum line was removed and reinstalled or replaced, zip tied, and/or hose clamped. Leak tests have been done and every line was vacuum tested for leaks prior to reinstall.
If it does it in lower gears just as bad it may very well be your bov bouncing open..I'm really not sure though since I have limited experience with that terbow.
