Does the front balance shaft have a keyway to orient the timing belt sprocket?

Does the front balance shaft have a keyway to orient the timing belt sprocket?

I'm trying to put my timing belt back on but my oil pump/ front balanceshaft paint mark doesn't line up with the mark with the screwdriver in the hole...

First pic is what I have with screwdriver in hole... (white paint about 8:00)
I have turned the balanceshaft as far as I can until it hits the screwdriver.

Last pic is where I assume it should be (On the tab) but the screwdriver cannot be inserted.

Could the sprocket be improperly installed on the balanceshaft? (Is it a spline or a keyway)

the pulley is keyed to the shaft

the pulley & the balance shaft are on a 4-1 ratio, try turning the gear four complete revolutions, checking each time & see if it will go in any further, when you have it correct the gear will self center at the 12:00 position and the screwdriver should go in up to the handle (assuming there isn't friction keeping the gear from rotating, which isn't uncommon)
