If I got the intake and exhaust do I need a tune to even net any gains? Of course I know a tune would gain a lot but in comparison do I really need it.
You do not NEED a tune. The car will still run, but with the intake it might be a little rougher at idle. Some guys don't have any issues running an intake without a tune. The exhaust will also free up some power, but whether it's noticeable or not, that'll be in your opinion as the driver.
For as close as you are, I would check out CBRD's tuning abilities to get the most out of your parts you installed.

Yes, a tune will solve any idle issues you have with the intake. It'll also optimize the power you're capable of with those parts. You can also increase your boost pressure beyond stock, thus, making more power as well. CBRD is a tuning/performance shop specializing in Evo's. They are right down the road from you in York.

Go to CBRD. You won't regret it! I know its sometimes frustrating trying to get through on the phone, but they're busy because they're good. If my car was being worked on, I'd be just as frustrated if they stopped every five minutes to answer the phone. Be patient, Chad will call you back. I have to drive two and a half hours to get there, and I still will not let anyone else but CBRD touch my car.
