Is This a Good Port Job?

The only way you can insure he didn't port it was if you were there while he did it. Were you there?
Even if he was there he cant "insure" ,but he could assure that PPI didnt port it.
pretty crappy port job if you ask me, but im not master so take it with a grain of salt. but having seen many PPI port jobs, I can bet it is not them, Wayne does a wonderful job, doesnt look like his work at all, id say try what you can to get your money back or just throw it away.

But to be totally honest...it looks like someone received it after porting and figure they could get a little better gasket match. So they took a die grinder and went to work after too much coffee.

PPI's quality is 10000x better than those pictures posted. You got duped.
Running that will probably still have some gains over a non-ported manifold but not as much as a properly ported.

Put a gasket up to that and you tell me. A port job takes time and proper tools, flow is very important. Turbulence can harm hp, the whole reason for port job is to smooth out the rough edges and get laminar flow.
