Idle Issues

I just got tuned by Dirk at AWD on E-85 (exhaust, MBC, IM, BR 65mm TB, EM, BR ported IM, intake, 1000cc inj, walbro) and since the tune we can't figure out how to control the idle. Right now it idles between 1200-1400 even though the tune is set at 850. When we drop the tune setting down, the idle doesn't budge.

We adjusted the idle screw all the way to tight and then ran the diagnostic software where the idle should go down to 800 and it was at 1500. Throttle cables are fine. No boost leaks.

He thought it was the idle control motor because when datalogging the steps at idle, they are at zero even though the tune has them around 10 I think. I tested a brand new one from Mitsu and it didn't fix the idle issue. Any other ideas what it could be?

I read on here that to test the idle control motor, pull it out of the TB and have somebody turn the key to on in the ignition and I should hear a "clicking" sound and see the motor moving back and forth. When I do this, I only hear one buzz, like a cell phone vibrate, and the motor moves out and that's it. This happens shortly after turning the key to on and from there forward the motor doesn't move or make any noises.

Can anybody help as to what the issue may be?
