I also recommend a BW turbo. If you want to stick with your setup an S366/91-79 will be the best choice for 700hp. the 88-75/S363 could do it, but thats nearing the limits (as long as you dont push that hard very often it would be sufficient).

I would also recommend a new EFR turbo. You could go with an internal wastegate type and eliminate the external gate and BOV, and still get one that would be enough for 700hp and give relatively good spool.

A singlescoll t3 will not spool faster than a twinscroll t4.
