Grounding problem, problems starting car

Grounding problem, problems starting car

When I start my car, it tries to start like the battery is going dead, then it will stop turning over & I hear multiple clicks. There is a bare wire in my engine that appears to be a ground wire that I think is causing the problem. There was electrical tape on it, but the tape keeps burning/melting. The wire then smokes. It only gets hot when I try to start the car. Sometimes I can get it to start, other times not. Pics are attached. I don't know to much about grounding or what this wire is for. Can anyone tell me what this wire is for or how to go about fixing it? I'm in Wisconsin with a ton a snow that I want to go play in!
