Tomei Slow spool up? HELP!!!!

Ok, so I have a lil bit of an dilemma on my hands. Im not spooling up like I should....

I've got the Tomei Arms M7960 turbo, Perrin fmic, crower 272 cams, injen hard piping kit, stock ex.mani, 9bov, n the hallman mbc, 3in Dp/exhaust.

In first gear im building boost around 3500 n hitting full(21psi) at like 4700. It gets better through the gears up to 5th gear building at 3000 and hitting full at 4200ish.

No boost leaks. Checked twice!
Turbo is in great shape with little to no play.
Vacum lines are in good condition.
Checked actuater and tighter it one turn, just to make sure its pulling tight.

This turbo should be spooling as quick as a 9 turbo and will hold strong till redline.

WHAT ELSE COULD IT BE? HELP PLEASE!!!!

How are you determining boost vs rpm, are you logging it or just eyeballing?
Was the car always behaving like this or did it just start to?
If you've got logging capabilities post up a 3rd gear log (2500rpm to redline) and be certain to log the important stuff (timing, boost, afr, load etc.)
Have you checked for exhaust leaks?

Just to get an idea of how much spring pressure the WGA is set at: Rotate your Hallman MBC's knob out counterclockwise all the way to full soft. Thus the lowest possible boost setting.

Take the car out for an uphill pull in 4th or 5th gear and report back what the peak boost level is with the Hallman set at full soft.

YES EYEBALLING IT. N ITS BEEN THAT WAY SINCE I've HAD THE CAR. NO LOGS BUT I HAVE THE MAP BEFORE/AFTER TUNE. NO EXHAUST LEEKS.

4th gear pulled with full soft on mbc boosted to 12psi

So IDK. Its internally wastegated with tomei arms turbo. Is that adjustable?

As long as it's like the fp or stock WGA then yes it's a adjustable

Wastegate was adjusted from 1/8 to 1/16 just for good measure. Could there be a problem with th flapper? Cracked, worped, or build up of somesort causing the slow spool....

Yes. We had actually done that prior to running the nbc at full soft which showed 12psi spring presure. Im ordering a titek or map(the samething I believe) o2 housing n when that gets installed we can check the flapper n clean it up.

Any other ideas........?
