Indication of boost leak?

alright so when im cruising in 5th gear then get on it fast the boost guage will flutter back and forth when it hits 26 psi. but when i slowly get onto the boost and bring the boost up slowly to 26 it holds there perfectly fine. Whats going on here? is this an indication of a boost leak or what?

Sounds like it to me. Mine is opposite. If I ease onto the boost at anything over 80mph in 5th, I'll get a bit of fluctuation because it's not making enough pressure for bov to stay open or closed....... but if I floor it, 26psi STRONG.
