Perhaps the rail, manifold and TB were all designed as one piece? does the rail hit the cable on a s2 manifold with s2 throttle body?

despite being advertised to fit stock stuff

They may have designed all three items together, but not sure. Definitely no mention of the rail only being for use with their IM/TB.

skunk fuel rail installed stock manifold

Its true this fuel rail is not design to fit plug and play with our stock manifold , but also is no that dificult to made some fixes and made this fit .
the mayor problem was the throtle cable clear enough to work.

Get your money back. But if you really want to try, did you lube the seals before trying? Also, the usual method is to put the injectors in the rail, and then install as a unit.

I am running this rail. I did not have any issues with the injectors, however I did make my own fuel rail spacers. I also had to make a throttle cable relocation plate, so it would not run into the fuel rail. All in all it took me about 1 hour to fab the parts needed, but it is working.

reading on the forums the stock fuel rail should be good to around 600whp on e85. On pump gas i would assume it should be good to over 750.

razorlab has a post from about five years ago where he picked up something like 20 whp when retuning after switching from stock to aftermarket on a 520 whp (MD) E85 Evo that he was tuning. That's the only solid evidence I've seen for when the switch is needed. It would be great to see other good evidence if you know of it.
