evo 8 full boost no acceleration

So my evo 8 has a tendency to not gain any speed. Its in 3rd and 4th gear. It only happens sometime but it feels like a caliper is hung up. I throw in the clutch to coast and it doesn't slow down so that eliminates the caliper idea. Anyone else have an idea?

Wastegate is getting stuck open. The flapper is hanging up on the hotside. I had the exact same problem. After taking off the turbo, I noticed "wear marks" on the top of the flapper. 10 min with a die grinder and it never happened again. Just grind away some of the metal where the flapper was hitting on the top of the hotside.

I've also heard that an upgraded actuator will solve this also. It is stronger and can pull the flapper arm back, even if it does get hung up. Pull the turbo and do the job right the first time.
